Settings
A PDF below 250 KB for three to five document pages, built and checked in your browser.
Two hundred and fifty kilobytes is a quarter of a megabyte, and forms that use it usually expect a small document set: a degree certificate with its transcript, a set of semester grade cards, an experience letter with a relieving letter, or both sides of several ID documents. This converter merges your photos into one PDF and lowers the JPEG quality of all pages evenly until the file fits under 250 KB, resizing only when it must. It accepts JPG, PNG, HEIC, WEBP and AVIF.
How to compress an image to 250 KB
- Add all pages of the document set and drag the thumbnails into the order the form expects.
- Choose A4 for most forms or Letter for US ones; leave margin at 0 and orientation on Auto.
- Convert, look at the final size and the JPEG quality used, flip through the pages, then download.
What happens to quality, size and metadata
The budget of 250,000 bytes is shared equally by all pages. The converter calibrates on your pictures, finds the highest JPEG quality at which every page fits, and if the lowest acceptable quality is still too large, reduces all images by the same step. Page images never go beyond about 3500 px on the long side, which is A4 at 300 DPI. For three or four typed pages that usually means sharp text with no visible blocks. The PDF is measured after it is built and never exceeds 250,000 bytes. GPS and other photo metadata are stripped.
Where 250 KB is asked for
The 250 KB limit appears on Indian recruitment portals that want several certificates in one upload, for example educational qualification proofs or a set of experience certificates, and on some state university and engineering counselling portals for consolidated mark sheets. Several scholarship and fellowship schemes use it for income certificates with annexures. Outside India, 250 KB caps appear on some visa and residence-permit portals for supporting documents such as a bank letter or an employer letter. The limit is usually printed in the help text under the upload button; a minimum of 50 or 100 KB is sometimes added.
Tips for clear photos at small sizes
- Photograph pages on a flat, plain surface in daylight; shadows from your phone and hand cost bytes and readability.
- Put the most important page first, since reviewers often only open the first page in a preview.
- If five pages look soft, check whether the form accepts separate uploads and split them rather than going over the limit.

JPG JPG is the lossy photo format standardised in 1992 as ITU-T T.81. It throws away detail the eye barely notices, and the quality setting decides how much. It has no transparency and no animation, but every phone, computer, browser, printer and upload form opens it.
PDF PDF is a page-based document format created in 1993 and an open ISO standard (ISO 32000) since 2008. Each page keeps its exact layout, fonts and images, so it looks the same on every device. A PDF can hold scanned photos, text, vector drawings and forms.

Without this site
Built-in options make PDFs but can’t aim at 250 KB. On Windows, select the images, right-click › Print, choose “Microsoft Print to PDF”, and the photos stay at full size. On an iPhone, Files › Create PDF keeps originals too. Some phones’ gallery apps offer “reduce size” when sharing, but they shrink each photo without knowing your PDF limit, so you still have to guess and retry.
Troubleshooting
- One page is much blurrier. It was photographed from further away. Retake it at the same distance as the others.
- The PDF is only 120 KB. With few small photos the converter keeps maximum quality and doesn’t pad the file. If a minimum applies, use JPG to PDF for originals.
- Sideways pages. Rotate them in the thumbnail list before converting; a sideways page is shrunk to fit and looks smaller.
Questions and answers
How do I make a 250 KB PDF from JPG photos?
Select your JPGs, arrange them in reading order and press Convert. The converter compresses all pages with the same quality so the PDF stays under 250,000 bytes, then shows the exact size. Everything is processed in your browser, so certificates and ID copies are not sent anywhere.
How many pages can a 250 KB PDF hold?
For clear photos of typed documents, usually four or five A4 pages with comfortable readability, and more if they are mostly white space. Handwritten pages and colourful certificates need more bytes each. If there are too many, the converter stops and tells you the smallest size it could reach.
Can I compress an existing PDF to 250 KB here?
This page builds a PDF from images. For a scanned PDF, first turn its pages into images with PDF to JPG at 150 DPI, then add those images here to get a new PDF under 250 KB. PDFs exported from a word processor are usually small already.
Will a 250 KB PDF print well?
For two or three pages, yes: images keep high quality and enough resolution for an A4 printout. With five or more pages, typed text still prints legibly, but photos and fine stamps soften. If the document will be printed by the office, print one page yourself to check first.
